How Did Medicaid Renewal Outcomes Change During the Unwinding?

After the Medicaid enrolment halt ended in March 2023, a long period of state renewals began to confirm the eligibility of enrollees. As of April 2024, Medicaid enrolment fell by 13 million but was still 10.4 million more than pre-pandemic levels. During this period, the number of enrollees renewed their coverage increased, while those disenrolled decreased. Differences in state policies and procedures brought about variations in renewal outcomes. Approximately two-thirds of those disenrolled from the scheme lost coverage due to procedural or paperwork issues.
