Fines for breaching NHS performance targets are “counterproductive”

Around £600m of funding will be withheld from NHS hospitals and other healthcare providers this financial year due to fines imposed for breaching key performance targets, a new analysis by NHS Providers for the Guardian newspaper has shown. The group said that the fines were counterproductive, risking further deficit and delayed patient care.
