The suggested improvements include focusing on cybersecurity improvement with optimal technology, risk monitoring, creating new regulatory frameworks, utilizing investment dollars for technology upgrades, and enhancing cyber resilience planning. An independent entity, similar to the proposed Water Risk and Resilience Organization, could lead the development of cybersecurity requirements.
