According to the 2023 Adversary Infrastructure Report by Recorded Future, the takedown of malware infrastructure by law enforcement has a temporary but limited impact on cybercriminal activity. Recorded Future found that criminal operations using malware like Emotet, Cobalt Strike, and QakBot were hampered following takedowns, but cybercriminals who were not apprehended simply began using other means. The company thus recommends that law enforcement continue with regular infrastructure takedowns while exploring further steps to inhibit cybercriminals.
