NHS England Fit and Proper Person Test Framework for board members

NHS England has published a Fit and Proper Person Test (FPPT) Framework for NHS board members in response to the 2019 Kark Review. Starting from 30 September 2023, this Framework requires checking board members’ character, qualifications/competence, health, misconduct history, and grounding for unfitness. It applies to all organisations registered with the Care Quality Commission. The requirement is continuous, a formal annual assessment must be performed, and the Chair is accountable for ensuring compliance.
