The Landscape of Medicare and Medicaid Coverage Arrangements for Dual-Eligible Individuals Across States

Medicare and Medicaid benefits for dual-eligible individuals are poorly coordinated, leading to lower quality care and higher costs, according to a report. There are proposals to introduce a single plan that provides both benefits and additional funding for states that pursue integrated models of coverage. In 2021, 94% of dual-eligible individuals received their benefits through separate coverage arrangements. Only 6% had them covered through a single plan or program.
