When storm prep is left up to citizens

As climate change intensifies storms, residents must plan their own evacuation or preparedness measures as emergency management agencies struggle to respond on time. Fast-moving storms put cities in a bind; too much warning could lead to unnecessary evacuations and too little, to trapped citizens. In the event of severe storms, residents may be left without power or assistance from officials. Community-led disaster preparation can save lives, however, residents with less resources face challenges preparing for emergencies. Emergency response is likely to become increasingly individualized as the frequency and intensity of storms increase.
